Response and Results of the Conde Complaint

Due to the AAREA newsletter of January 25, 2012, you are all aware that several appraisers filed a complaint against Joanna Conde, an AZ Certified Residential appraiser, alleging unethical and unprofessional behavior with regard to publishing misinformation and slanderous statements about other appraisers plus unprofessional behavior in local and national meetings. Although the complaint offered facts and avenues for sanctioning this type of behavior, the ABOA apparently felt the statutes governing appraisers are silent on these types of issues. Therefore it was up to the Arizona Board of Appraisal to determine if anything was applicable to this complaint. The ABOA was very accommodating allowing due process to be given as both sides spoke regarding the complaint. However, the ABOA apparently chose not to investigate other options available and voted to dismiss the complaint with one dissenting vote. It should be noted that Ms. Rudd had recused herself for personal reasons. Their decision, therefore, has left the issue of unethical behavior up to the marketplace and at a minimum the superior court. (The hearing was video taped for viewing by Arizona appraisers. It will be available in a few days.)

This complaint was not filed against AAREA nor by the Coalition of Arizona Appraisers. It was filed by a group of concerned individuals in the appraisal community against one specific appraiser only. The appraisers who stepped up to sign this complaint were concerned about the damage that has been done to the reputation of our AZ appraisal community. Due to the misinformation in the AAREA newsletters on USPAP and legislative issues, plus making false statements on persons rather then debating the issues, appraisers have been left with questions, improper guidance and the lack of a desire to network by attending meetings. The legislators look on us as a fractured group who can't agree. We have been made to look foolish to them and other appraisal professionals around the country. It was time to step up and end this atmosphere of mistrust and division in AZ.

In an attempt to galvanize our profession rather than to continue to polarize appraisers into two camps, the ABOA strongly advised that all of the stakeholders (appraisers) attempt to work together. That has been the mantra of the Coalition of AZ Appraisers (CoAA) and the other professional appraisal organizations for the past several years. We have previously extended the olive branch to AAREA, unfortunately those attempts proved futile. In effect, the ABOA has issued a general cease and desist for the profession stressing the need for cooperation among all appraisers. They will be forced to dismiss any future similar complaints since this issue is now on the record and the ABOA is no longer silent regarding it.

CoAA will continue to monitor and address any legislative or other issues pertinent to the appraisal profession. It is CoAA's mission to help improve and promote our profession through demonstrated care, competent and knowledgeable leadership in order to create and/or promote beneficial legislation and information. CoAA has not and will not partake in personal attacks on its peers. We promote professionalism in all aspects of appraising, including education, communication and group events. It is imperative that appraisers unite during these difficult times for support and encouragement. We will leave our door open for constructive cooperation for anyone who would like to participate.

Coalition of Arizona Appraisers (CoAA) -
2012 Annual Membership



It is hard to believe that CoAA is beginning its third (3rd) full year. 2011 was a very productive year for the organization - focusing on positive changes for all Arizona appraisers. It is that time of year when membership renewal is upon us.

As you know, The Coalition of Arizona Appraisers (CoAA) was established in 2009 as a non-profit organization comprised of concerned Arizona Licensed and Certified Appraisers. CoAA's primary focus is to lobby for legislative and regulatory changes to advance the appraisal profession in the State of Arizona, along with increasing the public and real estate industry's awareness of the need for quality appraisals and services.

CoAA's mission statement is to represent ALL appraisers in the State of Arizona with a united voice. CoAA will work to promote, protect, communicate and raise funds to accomplish our purposes, to uphold the appraisal profession for all appraisers and the general public alike. To do this CoAA NEEDS YOUR HELP! In order for us to accomplish these goals, we need your financial support and your involvement with our various committees and working groups.

Your membership and support assures that CoAA will be a strong political activist for appraisers in the State of Arizona. Our organization's leadership has volunteered their time and resources, and are working very hard to continue to serve all the appraisers in the State of Arizona. Our annual membership dues/donation are $25.00 (minimum - basically the price of a lunch) - additional donation monies are welcomed - to assist in our continued operation.
We will be providing educational seminars to supplement our budget and will be soliciting sponsorships from other business-related organizations in an attempt to keep your dues as affordable as possible.

CoAA 2012 Board of Directors Election

It is getting close to that time of year, time to elect the 2012 CoAA Board of Directors. As you know, CoAA has been very active in the past several years working to improve the appraisal profession in the state of Arizona. We have sponsored legislation, lobbied on behalf of appraisers, monitored the AMC Rules process, worked on the BPO agenda, sponsored education courses and much more.

As you may know, all of the work that CoAA does is volunteer. Assistance from the appraisal community is welcomed and needed. If you are interested in being considered for a Board Member / Director / Committee Chairperson position, please submit your name, contact information and interests to Sue Miller - Nominating Committee Chairperson @ sue@millerpipher.com by September 7th, 2011.
